افغانستان به دلیل موقعیت ژئوپلیتیکی ویژه و شکنندگی نهادی، همواره تحت تأثیر سیاستگذاری قدرتهای بزرگ قرار داشته است. این پژوهش با تمرکز بر دوره ۱۳۸۳ تا ۱۴۰۰، به بررسی تأثیر سیاستگذاری قدرتهای بزرگ بر شکلگیری و جهتگیری سیاستهای عمومی افغانستان و پیامدهای آن برای ثبات سیاسی و روابط منطقهای میپردازد. چارچوب نظری پژوهش بر رویکرد ژئوپلیتیک انتقادی، نهادیگرایی نوین و ادبیات سیاستگذاری عمومی در دولتهای شکننده استوار است. روش تحقیق کیفی بوده و بر تحلیل اسنادی و تطبیقی سیاستها و مواضع قدرتهای بزرگ و دولت افغانستان تکیه دارد. یافتهها نشان میدهد که سیاستهای عمومی افغانستان در بسیاری از موارد تحت تأثیر اولویتهای امنیتی و راهبردی قدرتهای بزرگ شکل گرفته و بهعنوان متغیر میانجی، نقش مهمی در انتقال این تأثیرات به ساختار حکمرانی داخلی ایفا کردهاند. این وضعیت به تضعیف ظرفیت نهادی دولت، افزایش وابستگی سیاستی و تشدید بیثباتی سیاسی و رقابتهای منطقهای انجامیده است. نوآوری پژوهش در تبیین نقش میانجی سیاستهای عمومی در پیوند میان مداخلات خارجی و پیامدهای حکمرانی در افغانستان است. بر این اساس، تقویت استقلال نهادی و توازن در سیاستگذاری عمومی از الزامات کاهش آثار منفی مداخلات خارجی به شمار میرود.
Afghanistan, due to its strategic geopolitical position and institutional fragility, has consistently been influenced by the policy orientations of major powers. This study examines the impact of great-power policymaking on the formulation and direction of public policies in Afghanistan and its implications for political stability and regional relations during the period 2004–2021. The theoretical framework is grounded in Critical Geopolitics, New Institutionalism, and the literature on public policymaking in fragile states. Employing a qualitative research design, the study relies on documentary analysis and a comparative examination of the policies and strategic positions of major powers and the Afghan government.The findings reveal that Afghanistan’s public policies were, in many instances, shaped by the security and strategic priorities of major powers. Acting as an intervening variable, public policies played a crucial role in transmitting these external influences into the domestic governance structure. This dynamic contributed to weakened state institutional capacity, increased policy dependence, and the intensification of political instability and regional geopolitical competition. The study’s main contribution lies in explaining the mediating role of public policy in linking external interventions to governance outcomes in Afghanistan. Accordingly, strengthening institutional autonomy and promoting a balanced public policymaking process are essential prerequisites for mitigating the adverse effects of external interventions.
